In her opening remarks, she emphasized that significant progress has been made toward the effective implementation of the Roma Strategy 2030.

The Forum serves as a space for honest reflection on what has been achieved, open dialogue about existing challenges, and a joint search for solutions that transform the Strategy from a policy document into tangible changes in people’s lives.

“For more than four years, Ukraine has been enduring a full-scale war launched by russia. All Ukrainians, regardless of their ethnic background, are suffering from its consequences: occupation, forced displacement, and constant shelling. The vulnerability of the most marginalized groups has only deepened. Among them is the Roma community in Ukraine.”

She further noted that this year’s Forum aims to deepen the processes already underway and to outline a shared vision for future actions to improve the situation of the Roma community. Participants will analyze the barriers limiting Roma communities’ access to public services and identify practical mechanisms to overcome them by strengthening institutional solutions and partnerships. Special attention will be given to the engagement of Roma advisors, the establishment of referral mechanisms, and the contribution of Roma organizations and Roma women as leaders.

Today, we continue the discussion on the effective implementation of the Roma Strategy, which is critically important for advancing the rights and improving the living conditions of Roma people, especially in the context of the ongoing war in Ukraine. The Strategy seeks to ensure a systematic approach to protecting the rights and interests of the Roma community, facilitating their integration into society and securing access to essential services.

In times of crisis, when the Roma community, like many others, faces additional challenges, the implementation of this Strategy strengthens social cohesion, increases participation in decision-making, and creates the conditions necessary for resilience and recovery — all of which are essential to ensuring a dignified life.
